Adam Martyniuk: For the Implementation of the Reforms, the Parliamentary Work shall be Stable.
Adam Martyniuk, First Deputy Chairman of the Verkhovna Rada of Ukraine delivered the speech before the audience in the Institute for In-Service Training of Senior Leaders of the National Academy of Public Administration under the President of Ukraine: "Social-Political Reforms in the Modern Ukraine."
In the audience were present Heads of the Regional State Administrations, Leaders of the structural subdivision of the Ministry on Defense and Ministry on Justice of Ukraine, National institute of the Strategic Research and board of the Supreme Council of Justice.
"You should be ready for the responsibility in performing those functions, you have been charged with by the state and the President", A. Martyniuk stated in his appeal to the audience. According to him, representatives of this section of state managerial apparatus should realize time challenges and situation in the state.
"If characterize the state of events in our state now, one may emphasised the principal fact, it is for the first time for 20-year period that we have situation that can be regarded as close to the stability", A. Martyniuk stressed.
According to the First Deputy Chairman, "reforms of course should be implemented with the help of laws, though laws in our state are adopted by the single body the Verkhovna Rada of Ukraine. Thus, the legislators should feel the stability to provide the effective work of the Ukrainian principal and single legislative body."
The Politician emphasised that Ukraine has returned to the efficiency of the legal norms of Constitution of 1996 that greatly strengthened the authorities of the Head of the state.
He is convinced that "speaking about the examples of democracy in state with the parliamentary form of governing, probably Ukraine failed to be ready to accept it."
Speaking on the economic part of the life in Ukraine, A. Martyniuk emphasised certain positive moments. Acceding to him, "last year the considerable reduction of the economic indexes was observed, but now "for 10 last months of the year GDP has increased almost in EUR 3,5%, for the same period of last year its has been reduced in 16%, Output of the industrial goods increased in 10,7% and in last year the index has been reduced to 26%", A. Martyniuk gave statistic data. The politician emphasised that the agrarian sector and constriction industry requires effective work and reformation.
"When Ukraine commenced independent life at the beginning of 90ies, its basic potential was the best among all the former 15 Soviet republics. There was no such potential and strength. Pursuant to the production indexes and agricultural industry Ukraine occupied the first, sometimes second place in Europe. Unfortunately we failed to use this potential since there was no stability in the state. We failed to make it since there was no state leader to use this potential during 20 years, but now we have a chance to implement our potential and carry out the reforms. We do need it", A. Martyniuk emphasised addressing present representatives of the managerial apparatus and added: "Situation in our states personally touches you, thus you are supposed to exert efforts for interests of people in regions and Ukraine in general."
