The State Budget for the next year shall pay special attention to the humanitarian sector, pensioners, veterans, children of war and victims of Chornobyl disaster. Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, made this statement on Friday, giving interview to Rada television channel. He stated, "These are the most vulnerable groups with numerous social guarantees, however, the payment of these privileges is problematic."

The Head of the Ukrainian Parliament reminded that on December 19, the Committees, Factions and Deputies shall submit their proposals to the draft State Budget, which, thereafter, shall be harmonized with the Cabinet of Ministers of Ukraine. "It requires atomic efforts and responsible work, since it is always easier to add proposalson the increase of expenses than to implement them, providing the financial support", he explained. V. Lytvyn called for amending the Budget Code and providing social equality, limiting maximum rates of pension and wages."

According to the Chairman of the Verkhovna Rada of Ukraine, "this Budget would be extremely complicated, as it would be adopted in the difficult period in our life, when inflation should be limited and shortfall in the budget should be curtailed." He stated, "Under such conditions it is utterly difficult to restore economic strength of the state and repay obligations. It is unfair to attribute these problems to the acting Government only, as the debts appeared earlier, so the state shall assume responsibility for the consequences."
