N.Korolevska, Committee Chairman, stated that the
Law had been adopted on 19.10.2010. It sets the legal and organizational principles
of the expedited scrutiny of regulatory acts adopted by the local self-government
bodies and officials, and regulates their harmonization with the state
regulatory policy in the economic sector.
The President´s motions state that the heads of the district councils of Kyiv were determined as the subjects of scrutiny of the regulatory acts, whereas the working panels set up by the heads of the district-in-the-city councils shall scrutinize the regulatory acts. However, the district councils of Kyiv were liquidated on 31 October 2010, pursuant to the Resolution of Kyiv City Council of 9 September 2010 "On the Management of Districts in Kyiv."
The President suggests that the regulatory acts should be scrutinized by the working panel set up by Kyiv mayor, Kyiv mayor shall submit the summarized conclusions of the working panel, while Kyiv city state administration should control harmonization of the regulatory acts with the state regulatory policy.
