The bill (Reg. No.6200), submitted by People´s Deputy of Ukraine V. Konovaliuk, presents the action plan to solve the pressing issues in the public utility sector. The bill imposes a temporary ban on the administration of fine and penalties against the public utility services enterprises for their debts to the gas supplying companies for the consumed gas. The bill amends several legislative acts of Ukraine.
The Committee members stated that implementation of the bill would influence the revenue and expenditures of the state and local budgets; whereas the author declared it did not require the budgetary support. The author is claimed to have failed to present necessary calculations.
The People´s Deputies believe that the bill is not urgent, and would fail to settle the issues mentioned. The Committee members call for rejecting the bill.
