Under the Law, "an operator of telecommunications with the preference in the market of traffic transmission is the operator of telecommunications, whose share of gross revenue from the traffic transmission in the networks of fixed-line or mobile communication for the previous 12 months exceeds 25 per cent of the total gross revenue of all the operators of telecommunications received from the respective service for the accountable period in the networks of fixed-line or mobile communication."
A traffic transmission service is the telecommunication service connected with termination and\or transit of traffic alloted by the operator of telecommunications to other operators; traffic transmission is the passage of traffic between the elements of a single or different telecommunication networks; a market of telecommunication services is the sphere of circulation of particular telecommunication services, supply and demand for which is observed in a respective period of time in the respective territory.
