The bill (Reg. No7305) envisages regulation of the
issues connected with use of modern cash registers producing electronic control
tapes in the course of the payment transactions.
In the course of the discussion of the bill, the Committee members focused the attention on the conclusion of the central Scientific-Export Office of the Verkhovna Rada of Ukraine Secretariate.
According to the experts, legislative propositions should specify the criteria pursuant to which the validity of the control tape "for perceiving of its data for people" is to be determined.
Certain remarks were expressed regarding the bill´s proposition implementing that "cash registers producing electronic control tapes shall have positive estimation in the result of the state expertise in the sphere of information protection."
Furthermore, the People´s Deputies emphasised that the procedure of conclusion receiving would form additional workload for the business entities since it requires time and funding.
The Parliamentarians are convinced that the order of positive expert estimation receiving regarding the payment transactions remained beyond the legislative field.
N. Korolevska, Chairperson of the Committee pointed out the attention to the fact that the implementation for the suggested amendments to the effective legislation would form conditions for the adoption by the relevant state bodies the decision on total change of the existing cash registers for more modern devices. Since the mentioned above change should be carried out by the business entities themselves, it would have negative impact on their finance situation.
In the result of the discussion, the Committee members came to the conclusion that the adoption of the bill is premature and unprofitable for the business entities.
