Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, calls for Immediate Introduction of Amendments to the Standing Orders of the Verkhovna Rada of Ukraine due to the New Constitutional Provisions

 

"Today, the resolution of the Constitutional Court enacted the Constitution of 1996, although lawyers and experts discuss different points of view", V. Lytvyn declared and emphasised that "the cooperation in this area should be preserved in view of agreement of several factions."

 

He stated that "there may be intentions to add new aspects, or new scenarios may delay adoption of a new version or amendments to the Law on Standing Orders of the Verkhovna Rada of Ukraine." "I am convinced that it is essential to amend the Laws on the Cabinet of Ministers of Ukraine and on Standing Orders of the Verkhovna Rada of Ukraine as soon as possible to prevent all possible interpretations of the coming resolutions", the Head of the Parliament stated. He focused attention on the following collision: two offices of the Deputy Prime Ministers are to be abolished. Pursuant to the Standing Orders and the Law on the Cabinet of Ministers of Ukraine, it a the prerogative of the Government and the Verkhovna Rada of Ukraine, however, under the Constitution that is of supreme legal force, it is the authority of the President of Ukraine.

 

Asked about the special sitting of the parliament suggested by the opposition, V. Lytvyn declared that the Deputies had not initiated such a meeting yet.

 

As a compromise, V. Lytvyn suggested holding a joint sitting of the faction and committees leaders with the participation of the President of Ukraine and the Government representatives to discuss "the future coordinated work, mutual responsibility before the state and adoption of the decisions and their implementation." According to Volodymyr Lytvyn, such a proposal "looks more suitable and realistic."

 

The Chairman of the Verkhovna Rada of Ukraine hopes for the efficient cooperation between the Verkhovna Rada and the Head of State. According to V. Lytvyn, on Monday, he had a conversation with the President Viktor Yanukovych "who is ready to cooperate with the Verkhovna Rada on fair principles of political support and mutual responsibility."
