The Chairman of the Verkhovna Rada of Ukraine, Volodymyr Lytvyn is convinced that it is impossible to conduct in autumn, together with the local elections the referendum on the rejection of the political reform. It was declared by him in the course of the program "Svoboda Slova" on ICTV channel on Monday.
According to the Chairman of the Ukrainian Parliament even if one can imagine that such issue is possible, then for the conduction of the relevant campaign actually remains no time. V. Lytvyn explained it by the fact that first of all it is necessary to adopt the Law on whole-Ukrainian referendum, later it should be signed, and after all the campaign should be conducted.
V. Lytvyn pointed out the attention to the fact that: chapter 13 of the Constitution of Ukraine indicates that any amendments to the Principal Law is to be introduced pursuant to this chapter, though there is nothing said about in what way the new Constitution is to be adopted. Hence, according to the Head of the Parliament, today there are a lot of interpretations and explanations of the Principal Law regarding this matter. Still, V. Lytvyn emphasised that "one should not be afraid of referendum, as it is direct norm of the democracy for the consideration of people´s views." "It is another matter that we need to prepare a mechanism how to implement the people´s will and views. Pursuant to chapter 43 of the Constitution of Ukraine and Constitutional Court of Ukraine explanations it should be done exclusively through the Verkhovna Rada of Ukraine. Thus there is one question and if it has no intention to implement it? Still, in 2000 there was referendum. One can interpret its conduction and results in different way though no one appealed against. The results have not been implemented yet", V. Lytvyn explained.
Thus, he is convinced that this issue is supposed to be regulated in the law on referendum, and constitution of Ukraine. According to the Chairman of the Verkhovna Rada of Ukraine it is necessary to solve the problem "in a calm way without taking into the consideration the fact we are supposed to scrutinize first of all economic and social issues. Though everyone is eager to speak about the politics", V. Lytvyn stated.
