Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, is convinced that the Lack of Decision on the Terms Regulation of the Local Elections forms a Dangerous Situation in the State.

 

Asked by the journalists on Thursday in the Parliament, V. Lytvyn declared that the Constitutional Court of Ukraine that "laid a serious mine in the organization of the local self-government" is supposed to assume the responsibility for the decisions it adopts.

 

The Head of the Parliament declared that he suggested the introduction of the second item to the resolution on the date of the local elections, pursuant to which, "according to the decision of the Constitutional Court, chairmen of the councils, elected in the course of the early elections, work full term correspondingly four and five years", though this proposition was not upheld.

 

V. Lytvyn emphasised that "is one speak of the perfect legal decision" it should have contained the terms of the authorities of each local council and each mayor that were elected in the result of the early elections, though the document in such a case would have been consisted of "thousands of such lines."

 

"Thus we are again returned to the decision of the Constitutional Court that is obliged to assume the responsibility for its judgments", the Head of the Verkhovna Rada declared and added that with such approaches the conduction of the local elections in the national dimensions can become unnecessary.

 

V. Lytvyn also indicated that under the present situation the representatives of the local self-government may express the desire to possess their authorities constantly.

 

"There is great danger and it is necessary to discuss it on all the levels", he emphasised and added that first of all it is necessary to "norm all these problems and later announce the conduction of the elections."
