Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, stresses that Successful Implementation of State Personnel Policy requires Political Responsibility and Economic Growth

 

Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, made this statement during the sitting of the Council of Regions where the issues of the state personnel policy and initiatives of the President of Ukraine regarding the strategies of the state personnel policy of Ukraine for 2010-2010 were discussed.

 

 "Personnel policy is defined by the President of Ukraine, and implemented by everyone", the Head of the Parliament declared and mentioned that "no one has rejected these criteria according to which the personnel are selected and appointed: I mean business, moral and political traits." However, according to V. Lytvyn, the change of power moves political approaches to the forward, and even if it is objectively caused, it may contradict other criteria. "It is obvious that we are approaching the political structuring of the power, for there always should be political responsibility", he declared.

 

V. Lytvyn declared that there were certain factors connected with "the necessity to develop our economy, for there is an opportunity for personnel training", though "the stages of development embody in practical work, while no higher education institution can solve this problem."

 

V. Lytvyn expressed the opinion that all recent personnel appointments in Ukraine are "are advances for this trust to transform into the practical activity".  He also pointed out the fact that the majority of people working in councils and administrations are more than 50 years old, which calls for taking into consideration the peculiarities of the period they have been living in, brought up and educated. "Hence we faced an urgent question institutions to provide personnel training in Ukraine", V. Lytvyn stressed.

 

The Chairman called for adopting a serious decision regarding the work of the Academy of the State Management. V. Lytvyn is convinced that divergent innovations, the title change and personnel reshuffles on the eve of elections had destroyed it.

 

The Chairman of the Verkhovna Rada of Ukraine reminded that there were 231 thousand different deputies of the different levels, more than 50% of them acknowledging the party membership, after the elections in 2002, only 22 % of them admitted it. "It proves that there is a process of the party structuring, hence without the efficient political responsibility one can not speak of the fact that we would be able to provide effective personnel policy and work, it would be extremely difficult", V. Lytvyn declared. According to him, it is also quite peculiar that there is an increasing quantity of people, from the deputy corps in particular, who filled in phrase ‘temporary unemployed´ in the blank space for employment. On the moment of elections in 2006, there were almost 14% and it is two times more than during the previous elections in 2002, the Head of the Parliament emphasised. The deputy corps currently comprises 168 parties, which complicates the organizational work and proves that the legislative base itself should presuppose civilized political structuring. "Today 7 political parties prevail either in certain regions or the only region, which complicates implementation of the state policy", V. Lytvyn is convinced.

 

V. Lytvyn upheld the initiative of the President of Ukraine regarding the elaboration and approval of the strategies of the state personnel policy and introduction of the bill for the broad public and expert discussion.
