The Law presents a new version of the applicable Budget Code of Ukraine. Pursuant to the Law, the budget system of Ukraine is based on the following principles:the principle of integrity of the budget system of Ukraine the integrity of the budget system of Ukraine is based on the unified legislative framework, unified monetary system, unified regulation of intergovernmental relations, unified budget classification, and unified procedures for the execution of all budgets and maintenance of accounting records and reporting;the principle of balanced budgets assignments for implementation of expenditures from the budget shall be in agreement with the amount of budget receipts to be collected in the respective budget period, thereto, the authority of respective executive bodies of the State power, bodies of power of the Autonomous Republic of Crimea and local self-governmental bodies to decide how to use funds in accordance with Ukrainian legislation, the authority of the Verkhovna Rada of the Autonomous Republic of Crimea and local radas to independently consider and pass respective budgets.
