Commenting upon the bill "On Elections of the People´s Deputies of the Autonomous Republic of the Crimea, Local Councils and Village, Town and City Mayors" registered by the People´s Deputy of Ukraine from the Party of Regions, Mykola Tomenko declared that the new rules of the elections to the local self-government bodies restored the Soviet model of the majority formation in the councils out of the Party of Regions representatives and unaffiliated persons.

"Hence, authors of a new election model strictly define the rules, according to which, one may attract the Deputies from other political powers to the majority under the pressure of the local executive power and law enforcement agencies even without bribes and offices, as it is in the Verkhovna Rada", M. Tomenko emphasised.

Another peculiarity of the Law named by M. Tomenko is the fact that the parties existing less than one year have no right to nominate the candidates. He emphasised that on the one hand it looks like a stroke for the political parties represented by A. Yatseniuk, S. Tihipko, A. Hrytsenko etc, on the other hand, "this norm is a trade trick before the first and second readings if the coalition members (the Lytvyn Bloc, the Communist Party of Ukraine) fail to uphold the bill."
