Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, objects to eliminating the Parliament from the Process of amending the Constitution of Ukraine

 

Volodymyr Lytvyn made this statement on Friday, answering the questions of Rada television channel.

 

According to him, the bill on the all-Ukrainian referendum adopted by the Parliament in the first reading needs drafting in the profile committees and judicial department, since it contains a number of provisions contradicting the Fundamental Law.

 

Among such norms, the Head of the Parliament named the possibility to pass any amendments to the Constitution of Ukraine and its new version without involvement of the Verkhovna Rada of Ukraine. However, V.Lytvyn reminded that Chapter 13 of the Fundamental Law and the resolution of the Constitutional Court of Ukraine strictly define the procedure of introducing amendments to the Constitution, including those supported during the national referendum.

 

The Chairman of the Verkhovna Rada of Ukraine pointed out that a number of norms of the bill mentioned violate human rights for initiation of the referendums "on the issues related to power."

 

The Head of the Parliament also expressed the opinion that the norms "of political calculation" should be excluded from the text of the document, as they may cause complications in the functioning of the society and the state.
