Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, calls for pursuing Effective Regional Policy to foster the Development of Ukraine
Speaking at the exit meeting of the Council of Regions in Lviv, V.Lytvyn stressed that Ukraine "shall take every effort to integrate into this complicated, cruel and pragmatic world." Otherwise, "we will be built into this world as a feedstock adjunct, as it is being observed in the agricultural sector."
"Modernization of Ukraine should be imposed by the authorities. However, it would be even better if the initiative enjoyed public support, V.Lytvyn stated. The country and the people definitely need the changes, so the regions shall play a crucial role in this process."
V.Lytvyn believes that "Ukraine will have a balanced, sensible and effective regional policy", the policy in the innovation sector being aimed at the overcoming technological lag of Ukraine. "Investments shall be directed to the sectors with account for the specifics of every single region", he stated.
V.Lytvyn deems necessary to invest into the fields that "provide working places, wages and pensions." The latest sociological surveys testify that "people consider work and decent labour remuneration to be of top priority." Hence, the Head of the Parliament believes that "at least one major budget revenue generating enterprise" shall operate in every settlement.
The Chairman of The Verkhovna Rada of Ukraine calls for counteracting corruption. He deems necessary to determine a single institution to supervise entrepreneurial and business activities in compliance with the law. "Otherwise, Ukraine will get no investments", the Head of the Parliament stated. V.Lytvyn supposes that the Revenue Service can assume such a role.
V.Lytvyn supported Viktor Yanukovych, President of Ukraine, as to the importance of political stability and determination. "Both Ukrainian businessmen and foreign investors feel its significance", he stated. The Head of the Parliament believes that political stability will be provided, if the date of the local elections is fixed, and the issue of the electoral system is settled.
He also called for "adequate organization of local authority bodies and common responsibility for the decisions adopted". "One shall understand that political discussion shall not debase the country", V.Lytvyn stated.
V.Lytvyn admitted that the issue of property, especially land ownership, is another matter demanding a consolidated stand of the authorities. "People willing to permanently work in Ukraine expect it. It is necessary to determine the range of objects that guarantee sovereignty and national security of Ukraine, find efficient owners for the other ones, secure competition and prevent monopoly", he declared.
V.Lytvyn called for settling the issue of red tape in the economic sector, and criticized establishment of extra local institutions and expansion of officialdom.
Commenting the speeches with demands to adopt certain legislative acts, V.Lytvyn stated: "There is a great number of legislative proposals; however, the point is to adopt those of them that would work, providing for their implementation as well."
The Head of the Parliament deems necessary to put into life all the commissions given during the meeting.
