The bill (Reg. No.5403) suggests the strengthening of the finance assistance to the market participants that undergo the effect of the Law "On Stimulation of the Development of the machinery construction for agricultural complex."
In the course of the bill discussion the Committee members expressed a number of remarks regarding it.
In particular, according to the People´s Deputies, the necessity of the implementation of the cancellation of the qualification norms within the defining of the term "domestic machinery construction for the agricultural complex" needs extra argumentation as under such a condition the quantity of the indicated enterprises is considerable increased at the expense of the non-specialized ones.
According to the parliamentarians, the amendments introduction to the object of the state assistance, in particular operations from finance leasing (clause6,14) to leasing, in the part of the funds transfer to the agricultural machinery producers, mechanism of the lease terms of the indicated machines needs additional argumentation. The bill needs also expert conclusion fo the Ministry on Finance regarding the defining of the expensive value of its influence on the revenues and budget expenditure.
