The Committee members in the course of the scrutiny declared that the bills on amendments to certain legislative acts of Ukraine on implementation of external independent education quality testing (Reg. No5544), directed by V. Kyrylenko, the People´s Deputy of Ukraine and on amendments to certain legislative acts of Ukraine on Implementation of Implementation of the External Independent Testing of the Education Quality and Implementation of the Responsibility for the Violations of the its Order and Use of its Results (Reg. No.5544-1) submitted by the People´s Deputies of Ukraine V. Polokhalo and L. Orobets and others are similar by their context and envisage the amendments and additions to the basic Law "On Education." Moreover, the People´s Deputies suggest new clause to this law, No411, which impalements the basic principles and demands to the orders of External Independent Testing of the Education Quality.
The bills also suggest supplement of the Criminal Code of Ukraine by an additional article 3301 envisaging criminal liability for the purpose spreading of the secret information if it cause considerable damage to the interests of the state of individual´s rights.
Moreover, article 212-5 of the Code of Ukraine on Administrative Infringements is to be altered in the part of increase of the penalty rates for the violations in the External Independent Education Quality Testing sphere.
The Committee members upheld the bills as their adoption counteracts violations in educational sphere and the field of External Independent Education Quality Testing.
In the result of the scrutiny the Committee members reached the decision to recommend the Verkhovna Rada adoption of both bills as a basis, uniting them into the one, in the course of their elaboration for the second reading.
