N.Korolevska, one of the authors of the Bill (Reg. No. 6351), stated that "the current licensing system fails to fulfill its function of establishing cooperation between entrepreneurs and the state, and has numerous defects." The People´s Deputy singled out the following defects: a great number of activities subject to licensing (220 types); a great number of authority bodies in charge of licensing (44); a complicated judicial structure of the licensing system.

 

The bill enhances the licensing procedures, setting unitary criteria for making a type of activity subject to licensing.

 

The bill amends the Law "On Licensing of certain Types of Economic Activity", setting the criteria of licensing different types of economic activity. Pursuant to the bill, a type of economic activity is subject to licensing if it endangers life, health, constitutional rights and liberties of citizens and the environment, the state security or moral principles of the society, or if it is related to the access to natural or other restricted resources.  

 

The bill amends the Law "On Licensing of certain Types of Economic Activity" and other branch laws, excluding the types of economic activity that fail to meet the criteria or the principles of licensing.

 

The amendments to the Law "On the Fundamentals of State Supervision (Control) in the Economic Sector" establish "a principle of State control (supervision), under which a central executive authority body shall include only one supervisory body."
