During the session week, 59 agenda issues were scrutinized.
The veto of the President of Ukraine on the following Law was overridden:
"On Amendments to certain Legislative Acts of Ukraine" (re Jurisdiction of Cases related to the Welfare Payments). The Law aims at the efficient regulation of legal relations during the initiation and scrutiny of the cases related to the welfare payments. It introduces amendments to the Civil Procedural Code and the Code of Administrative Legal Proceedings of Ukraine, pursuant to which, the scrutiny and settlement of the cases on social payments is transferred from the jurisdiction of administrative courts into the jurisdiction of general courts.
The following Law was adopted with certain account for the motions of the President of Ukraine:
"On Amendments to the Law "On Amendments to the Economic Procedural Code of Ukraine regarding Jurisdiction of Cases on Land Relations". The Law envisages the adding of the Economic Procedural Code, Civil Procedural Code and Code of Administrative Justice of Ukraine by the principles that envisage the scrutiny of the cases on the matters of land relations according to the location of the object of land relations.
The following Laws were adopted in entirety:
1. "On the Social Security of the Children of War" (re the Right for the Hospital Medical Treatment at the Hospitals for War Veterans). The Law entitles the disabled children of war to the hospital medical treatment at the hospitals for war veterans, provided the vacant places and corresponding prescriptions are available;
2. "On Amendments to the Administrative Legal Procedure Code regarding the Competence of Administrative Courts". The Law introduces amendments to Clause 17 of the effective Code, pursuant to which, administrative courts are authorized to scrutinize the disputes between the subjects of authority due not only to the conclusion and implementation of administrative agreements, as envisaged by an effective regulation, but also to the termination, cancellation and recognition of such agreements as invalid;
3. "On Amendments to certain Legislative Acts of Ukraine" (re the Adjusting in Accordance with the Effective Legislation). The Bill is aimed at the elimination of the ambiguities in legislative acts after the Law "On Amendments to Certain Laws of Ukraine on Defense Matters" came into force, amending the Laws "On Armed Forces of Ukraine", "On Defense of Ukraine" and "On Legal Regime of the Martial Law" in the part that concerns the structure and management of the Armed Forces of Ukraine;
4. "On Amendments to the Law of Ukraine "On Cinematography" and other Laws of Ukraine regarding National Film production Support". The Law extends the categories due to which a film can be considered as a national one, and defines the principles of financial, economic and customs regulation of activity of the subjects of cinematography;
5. "On Ratification of the Agreement between Ukraine and Republic of Belarus on Delivery of a Person Convicted to Deprivation of Freedom for the Further Service of Sentence". Ratification of the Agreement enables the Parties to deliver person convicted to deprivation of freedom for the further service of sentence for the committed crimes to the state which citizen a person is. It facilitates the realization of one of the criminal conviction purposes social rehabilitation of the convicted and also provides the rights keeping of these people.
The following Resolutions were passed:
1. "On Amendments to the Schedule of the Sixth Session of The Verkhovna Rada of Ukraine of the Sixth Convocation due to the Grand Meeting dedicated to the Oath-Taking of a Newly-Elected President of Ukraine" (25 February 2010)". Pursuant to the Resolution, the grand meeting dedicated to the oath-taking of a newly-elected President of Ukraine shall be held at 10 a.m. on 25 February 2010 at the session hall of The Verkhovna Rada of Ukraine.
2. "On Invalidation of the Resolution of The Verkhovna Rada of Ukraine "On Regular Elections of the Deputies of Local Councils and Village, Settlement and City Mayors in 2010".
3. "On Early Termination of Deputy Authorities of V.F.Yanukovych".
A number of resolutions concerning appointment and dismissal of judges were passed.
69 Deputy Inquiries were forwarded.
A number of bills were adopted as a basis, returned for repeated scrutiny, rejected and withdrawn.
