The Bill (Reg. No. 1015-2) regulates the use of languages in Ukraine in all the aspects of social life, determines the principles of State language policy and obligations of the State as to realization of the constitutional right for free language use. The Bill fixes the status of Ukrainian language as the State language in Ukraine and guarantees free use of languages of national minorities.
The Committee members stated that the subject of the Bill referred to the European Charter for Regional or Minority Languages. The regulations of the Bill comply with the Charter.
The Bill "On State Language and Languages of National Minorities of Ukraine" (Reg. No.4222) specifies the status of Ukrainian language as the State language and determines the rights of national minorities for the use and development of regional and minority languages. The Committee members deem necessary to combine the Bills under Reg. No.No.1015-2 and 4222, while adjusting them for the Second Reading.
