The Bill (Reg. No. 4842) enhances responsibility for crimes connected with the turnover of drugs, psychotropic substances, their counterparts or precursors, if the crime was committed by an organized group or if drugs, psychotropic substances, their counterparts or precursors in especially large amount were the objects of the crime.
The Bill establishes the penalty in the form of life imprisonment for the crime envisaged by Part 3 of Clause 305 of the Criminal Code (trafficking in drugs, psychotropic substances, their counterparts or precursors), and introduces a new version of Clause 307 (illegal manufacture, production, purchase, storage, transportation, shipping or sale of drugs, psychotropic substances or their counterparts), supplementing its penalties with life imprisonment.
The Committee members believe that adoption of the Bill will enhance the mechanism of fighting drug-trafficking.
