Ukraine expects the opening of new negotiation clusters regarding EU accession and continues to work on European integration draft laws. This work in the Verkhovna Rada is expected to be particularly intensive throughout September and October, as it involves fulfilling our commitments, for which Ukraine receives EU assistance under the Ukraine Facility plan and the civilian component of the Ukraine Support Loan.
This was stated by Deputy Chair of the Parliamentary Committee on Humanitarian and Information Policy and Member of the Permanent Delegation to the Parliamentary Assembly of the Council of Europe (PACE) Yevheniia Kravchuk.
“In September and October, special attention in the Ukrainian Parliament will be focused on European integration draft laws that generate revenue for the state budget while simultaneously being factored into the fulfillment of negotiation clusters. We are currently expecting the government to register 17 draft laws, including those concerning anti-corruption efforts that correspond to the ‘Kachka–Kos’ memorandum. In the upcoming plenary week, 70% of the agenda consists of items earmarked for the Ukraine Facility, IMF programs, and other initiatives that ensure our financial stability,” the politician noted.
According to her, priorities include draft laws concerning finance—specifically SEPA (bank transfers within the EU)—taxation of international mail, issues under the purview of the Economic Committee, and the anti-corruption strategy.
Yevheniia Kravchuk also emphasized that, beyond legislative work, Ukraine must actively engage on the information front to secure broad support among citizens of European Union member states.
“We must win the battle for the societies of the decision-making countries [regarding our EU accession], as politicians merely reflect the sentiments of their populations. In 2027, millions of Europeans will be electing either their parliaments or their president, notably in France, Poland, Italy, and Spain. We are already detecting propaganda and disinformation campaigns operating through entire networks. This involves tailored propaganda presented in the native languages of those countries,” the parliamentarian noted.
She added that recently, the Temporary Commission of Inquiry (TSI) of the Verkhovna Rada held a joint meeting with the National Security and Defense Council (NSDC) and the interdepartmental coordination group to specifically discuss improving communications in foreign countries.
