In the course of the meeting it was declared that the Bill (Reg.№5509) is aimed at the provision of more thorough realization of the vote right in the elections that is provided by the Constitution of Ukraine, will facilitate irrevocability of the voter´s register stability and prevent introduction of the groundless amendments to it. Moreover, it was emphasized that "the Bill is supposed to guarantee the right to vote at home exclusively according to the health condition but not desire to vote at home."

 

According to the Committee members, the imperfection of certain principles of the Law "On Election of the President of Ukraine" may cause falsifications in the course of the elections conduction, hence the particular principles of the Law are to be immediately altered.

 

During the discussion of the suggested Bill, the Committee came to the conclusion that "adoption of the amendments suggested by the Bill concerning the improvement of the essential Bill positions such as appeals on incorrectness in the previous voters´ register, introduction of the amendments to the specified voters´ register in the electoral district, order of the voting beyond the polling place and also appeals scrutiny terms concerning the infringements that took place in the day of voting, are of extremely essential issues."

 

In the course of the Bill scrutiny the Committee also had taken into the consideration the conclusions and recommendations of the international establishments concerning the electoral legislation of Ukraine.

 

In accordance with the conclusion of the Central Scientific Experts Office that deemed the amendments reasonable and upheld their adoption, the Committee having analyzed the legislative act, unanimously resolved to recommends that the Verkhovna Rada adopts it in its entirety in the course of its scrutiny at the first reading.
