Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine predicts that the Budget 2010 would be adopted not earlier than March of the Next Year
V. Lytvyn has emphasized that "it is better to have imperfect budget then do not have at all as under such condition, the economics would be managed manually."
Unfortunately, the Parliament has not yet received elaborated Bill of the principal finance document of the state. V. Lytvyn deems the Governmental position is "hypocrisy." as the parliament is supposed to elaborate the Governmental budget due to non-existent legal base", emphasizing that the budget should be elaborated exclusively basing on the effective legislation.
The Head of the Parliament also expressed the thoughts that the Cabinet of Ministers of Ukraine does not possess an intention to adopt the Budget bill due to the terms legislatively implemented.
"If the Budget was adopted before the elections, it would be a positive mark for Ukraine due to the fact that after the elections, there would be attempts to impose reduced budget on the state, explaining it as a complicated political situation", - V. Lytvyn declared.
The Chairman of the Verkhovna Rada of Ukraine reminded that propositions to form the working group regarding the Budget elaboration "were not heard and not upheld."
"Today one may observe a contest, who promises the voters more. Unfortunately, it results in playing with country and playing in country", - V. Lytvyn concluded.
