Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, deems necessary to set up a Joint Parliamentary-Governmental Working Group to work upon the Draft State Budget for 2010
"Adoption of the State Budget depends on the will of the Cabinet of Ministers and The Verkhovna Rada to work upon the Draft Budget jointly", - stated V.Lytvyn, answering the journalists´ questions in Kirovohrad region on Friday.
"A working group including the representatives of the Parliament and the Cabinet of Ministers shall be set up to work upon the Draft State Budget, taking into account new economic and legislative facts, esp. the Law on the Increase of the Minimum Social Standards and the effective Budget Code", - V.Lytvyn stated. "This document can and shall be adopted till 31 December 2009, provided there is a common approach to it and a common will to adopt the Budget", - he stated.
However, according to V.Lytvyn, "if the Government passed the Resolution that the budget expenditures shall be adjusted by the decrees, it would mean that the Government is not concerned with adoption of the main economic law of the country".
The Chairman of The Verkhovna Rada of Ukraine regrets that "neither the Government, nor the corresponding Factions or Factions in opposition" have a common will to adopt the budget. "One side believes that they have the presidential victory in their pocket already, the other sides are not willing to meet the complicated problems. Hence, it is easier to control everything in a manual mode", - he stated. "It is not the State policy. To live for the sake of political campaigns is to destine the country to further uncertainty".
