I.Kalietnik, Committee Chairman, declared the meeting open. He stated that anti-corruption legislation of Ukraine consisting of three Laws "On the Principles of preventing and fighting Corruption", "On Responsibility of Legal Entities for Committal of Corruptive Infringements", and "On Amendments to certain Legislative Acts regarding Responsibility for Corruptive Infringements" comes into force on 1 January 2010.  

 

I.Kalietnik believes that adoption of these laws will secure effective counteraction to corruption, enhancing responsibility for committal of corruptive infringements. Moreover, implementation of new legislation will harmonize Ukrainian legislation with the world standards of anti-corruption policy.

 

The Law clearly defines such concepts as "conflict of interests", "corruption", "a corruptive infringement", "unlawful profit", etc. Thus, it delineates private and business interests, eliminating discrepancies that permitted free interpretation of certain concepts and evasion of responsibility.

 

Tymofiy Motrenko, Head of the Board of the Main Department of the Civil Service of Ukraine, stated that selection of the competent personnel for civil service meeting the requirement of moral behaviour would facilitate prevention of corruption. 

 

Pursuant to the Law, all public officials shall regularly report not only about their income, but also about their expenditures, which prevents illegal enrichment of these persons.   

 

Pursuant to the Law, since 1 January 2010, subjects of responsibility for committal of corruptive infringements will include not only officials receiving salary from the State or local budgets, but also persons equaled to the persons authorized to realize the functions of State or local self-government bodies.   

 

The participants of the meeting recommend that the National Security and Defense Council of Ukraine discusses the ways of introducing new anti-corruption legislation and conducting information campaign to support its implementation.  

 

The attendants of the meeting deem necessary to hold topic sittings, round table discussions, seminars and trainings concerning regulations of new anti-corruption legislation.

 

The Cabinet of Ministers shall facilitate transfer of services rendered by the executive authority bodies into the electronic form with the use of modern IT facilities.
