Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, deems necessary to depoliticize Law Enforcement Bodies, Security, Defence and Law Enforcement Agencies and the Army
Giving answers to the journalists´ questions during the press-conference in Mykolaiv on Tuesday, V. Lytvyn emphasized the necessity of taking measures regarding "total depolitization and democratization of law enforcement and military structures."
"One authority branch already leads the Security Service, another one governs Ministry on Internal Affairs, while it is publicly declared that authorities in our country are above the politics. The country has recently received approval to these facts in General Prosecution, where representatives of different authorities clashed with each other while implementing orders of different political structures", - he declared. It should be made impossible for the politicians and state authorities to use the aforementioned institutions for their political aims.
As to the necessity of formation of municipal police, V. Lytvyn stated that he objects to "the formation of law enforcement institutions according to one´s choice."
"We can not permit formation of a law enforcement body for each separate region and district, as it would implement orders of different leaders. The only compulsory system shall be implemented, being not aimed at the punishment, but at the protection of citizens. The punishment shall be effected regarding those who interfere with normal citizens´ way of life", - he emphasized.
V. Lytvyn also declared that adequate financing of law enforcement system was necessary. "The conditions under which representatives of these bodies have no other way out but find certain ways to provide for themselves are inadmissible. Police officers must feel that they are important for the country, then they will abide by the Constitution and implement their duties with dignity", - the leader of the Parliament declared.
