The Parties discussed and approved basic principles of establishment and functioning of the university. The Prime Minister of Ukraine and the Prime Minister of the Council of Ministers of the Republic of Poland signed the Declaration concerning Establishment of the University in 2008.
The university shall consist of two structural subdivisions - in Ukraine and in Poland. A joint Supervisory Board set up on a par with the Sides shall manage the institution. Representatives of Ukraine and Poland shall be elected rectors in turn. The Parties shall fund the university on a par. Thus, the Law "On the State Budget of Ukraine for 2009" allocates UAH 7 million for the establishment of the university.
Master and doctoral programs shall be a basis of the university; education of all the students and postgraduate students shall take place in both countries; the graduating students shall receive two diplomas on higher education or academic degree. Polish subdivision of the university shall be located in Lublin, while Ukrainian one shall include the core campus in Kyiv and the border branch in Lviv.
Volodymyr Polokhalo stated that "establishment of a joint Ukrainian-Polish European University is a step towards European future of Ukraine, as study of the Polish experience of integration into the EU and its adjustment to the Ukrainian situation is one of the objectives of the university". He also stated that "the academic process shall be based on the principles and standards of the European higher education system, including the Bologna Agreement. Ukrainians and Poles will be able to develop competitive international educational and research programs".
The Parties agreed upon taking necessary organization measures to launch the work of the structural subdivisions by the beginning of the next year.
