The Bill (Reg.№4278) envisages the binding of the local self government officials to open and use in the order, determined by the National Bank of Ukraine, personal (special) account for the receiving of all types of monetary income and all expenses taking place during the term of authorities accomplishing, the total quantity of which is above the minimal wages. Moreover, the local self-governing bodies are supposed to make public all the information on income, expenses, and finance obligations of officials referred to the first and second categories.
During the discussion, Members of the Committee expressed certain remarks regarding the Bill. In particular, principles of the adopted Law "On Basis Principles of Fighting and Corruption Preventing" re the state finance control for the public service are not taken into account.
The People´s Deputies also emphasized the conclusion of the Principal Scientific-Expert Administration of the Verkhovna Rada of Ukraine, which recommends the Bill´s rejection.
