The Bill (Reg.№3470) envisages the addition of the article 12 of the effective Law by the principle according to which because of the finance crisis, temporary to the 1st of January 2011, in case of the mortgage holder work loss or his being in indefinite free of charge leave, mortgage holder is obliged to grant a delay of the obligations due to the mortgage treaty for the period of such circumstances through the introduction of relevant changed to it.
During the sitting of the Committee it was declared that the General Scientific-Expert Department of the Verkhovna Rada of Ukraine expressed number of the reservations regarding the Bill.
During the scrutiny of the Bill it was stressed that the "mortgage treaty is only one of the mechanisms of the implementation of the principal obligation under the conditions of the problems, to which the named bill belongs, it is the obligation due to the mortgage treaty."
According to the People´s Deputies, the Bill at any rate does not suggest the solution of the problems of debtors according to the credit treaties.
