The Committee members listened to the report of the State Committee for Industrial Safety, Labour Protection and Mining Surveillance of Ukraine concerning application of labour safety legislation by its officials.
The People´s Deputies came to the conclusion that labour safety measures require that the financial and material-technical provision be enhanced. They deem necessary to determine the sources, the scope and the aims of funds allocation.
The People´s Deputies stressed that it is the employer who bears entire responsibility for the creation of proper, safe and healthy labour conditions at the enterprise, and shall adequately fund the measures aimed at their enhancement.
However, legislation fails to envisage proper economic responsibility of the employers for the numerous violations of legislative requirements concerning labour safety, accidents, cases of industrial injuries, occupational diseases.
To secure observance of labour safety standards by the employers, the Committee deems necessary to establish social responsibility of business and efficient tools of influencing its activity.
The reporters focused their attention on the lack of efficient labour safety administration system, non-settlement of the issue concerning obligatory participation of the regional, district State administrations and local self-government bodies in the labour safety administration.
The Committee members recommend that the Government brings forward the motions concerning enhancement of administrative and criminal responsibility of officials as regards concealment of industrial accidents from investigation and registration.
