On 1 July 2009 the Verkhovna Rada of Ukraine has adopted the Law of Ukraine "On Amendments to the Law of Ukraine "On the State Budget of Ukraine for 2009" and certain other Laws of Ukraine" under №1608-VI.
The president of Ukraine has returned the named Bill for the repeated scrutiny by the Verkhovna Rada of Ukraine with the proposition to reject it.
The President´s motion was scrutinized by the Verkhovna Rada on 21 August 2009 and rejected it. The Law was repeatedly adopted by 384 votes.
According to the part four article 94 of the Constitution of Ukraine and Constitutional Court Resolution from 7 July 2009 the Law "On the State Budget of Ukraine for 2009" and certain other Laws of Ukraine" under №1608-VI.was directed tot the President of Ukraine for the signature and official publication.
On 4 September 2009 the President of Ukraine returned the Law of Ukraine to the Verkhovna Rada of Ukraine without signature and suggested that the Verkhovna Rada should scrutinize it for the second time taken into the consideration the President´s motions, despite the fact it contradicts with the constitution of Ukraine and the constitutional Court resolution.
On 6 August 2009 the Verkhovna Rada of Ukraine has passed the Resolution "On the Guarantee of the Constitutional Procedure Implementation and the Law of Ukraine "On the State Budget of Ukraine for 2009" and certain other Laws of Ukraine" under №1608-VI " coming into Force" that envisaged the should immediately sign and make the law public.
The President of Ukraine returned the Law to the Parliament with the proposition to scrutinize it together with the President motions indicted in letter from 4 September 2009 №1-1/2021.
Due to these facts and non-implementation of the Verkhovna Rada Resolution form 6 August 2009 "On the Guarantee of the Constitutional Procedure Implementation and the Law of Ukraine "On the State Budget of Ukraine for 2009" and certain other Laws of Ukraine" under №1608-VI" coming into Force" the Chairman of the Verkhovna Rada gave the Order.
In particular, the Order envisage the official promulgation of the Law of Ukraine "On the State Budget of Ukraine for 2009" and certain other Laws of Ukraine" through the placing it on the official web cite of the Verkhovna Rada of Ukraine and its publication with the Chairman of the Verkhovna Rada of Ukraine signature in "Golos Ukrainy" newspaper
