The Fundamental Law of Ukraine does not envisage a possibility of the voluntary dissolution of the Parliament. Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, made the above-mentioned statement in the program of Radio "Svoboda".

 

"The Constitution does not envisage a possibility for the Parliament to adopt such a resolution", - he stated.

 

According to Oleksandr Lavrynovych, the effective legislation states that "the President of Ukraine is authorized to terminate the authorities of The Verkhovna Rada of Ukraine. However, this right has been lost, as less than 6 months are left till the termination of the President´s authorities; hence, he is not authorized to take such actions".   

 

"As regards the President, if he failed or was not willing to avail of his right within the year, being constitutionally authorized, due to the non-existence of the legally registered coalition at the parliament, he should obviously express his impressions of the period of his work in order to demonstrate how one should not act as the President of Ukraine", - stated the politician.    

 

Oleksandr Lavrynovych stressed that it would be possible to terminate the authorities of The Verkhovna Rada "after a newly-elected President of Ukraine takes the oath".

 

As regards the probability of such development of events, the politician stated: "It will depend on the ability of the political forces to form a capable coalition after the elections. If a working coalition is formed, the authorities will not be early terminated. Otherwise, a newly-elected President is sure to avail of his right to terminate the authorities of the Parliament".
