Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine on Friday has signed the Order regarding the Conduction of the Pre-Termed Session of the Parliament on 21 August
He announced it during the interview for the journalists on Saturday in Zboriv town (Ternopil region) declaring that two issues are included into the agenda: on the propositions of the President of Ukraine regarding the law of Ukraine "On Introduction of the Amendments to the Law of Ukraine "On the State Budget of Ukraine for the Year 2009" and certain other Laws of Ukraine" and on the propositions of the President of Ukraine regarding the law of Ukraine "On Introduction of the Amendments to legislative acts re the Elections of the President of Ukraine (Reg.№4741).
V. Lytvyn declared that there is certain collision as the Leader of the State has not adopted the decision regarding the last document. According to him, the last day when the law should be returned to the parliament is 18 August.
V. Lytvyn declared that according to Regulations of the Verkhovna Rada of Ukraine and agenda of such session only those issues that are introduced by its initiators may be scrutinized during it. He also reminded that the scrutiny of other issues contradict with the Constitution of Ukraine.
"One may ignore Regulations, it has become usual thing for Deputies, especially by big factions but ignore Constitution according to me is illegal and immoral", - he informed.
