Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine has drawn the Circle of Issues that would be scrutinized during the Pre-Termed Session
Giving answers to the journalists´ questions regarding the order of the pre-termed session convoking, V. Lytvyn informed that according to the Constitution of Ukraine, not less than 150 people´s Deputies have the right to initiate the pre-termed session.
V. Lytvyn declared that tomorrow this information would be published in the official newspaper of the Parliament "Golos Ukrainy". "It is obvious the pre-termed session should be held", - the Chairman stressed.
According to him, during the pre-termed session a number of issues should be scrutinized, in particular, the Bill of the Law of Ukraine on the amendments to certain legislative acts of Ukraine regarding the peculiarities of the measures of the financial restructuring of the banks.
V. Lytvyn deems the issue essential as on the 27th of July the sitting of the Chairmen of IMF during which the decision regarding the third tranche of Ukraine would be adopted. "Everybody stakes on it opposition and the leading power as well". He emphasized that "from 3,3 ,mlrd. USD 1,8 mlrd. would not enter the country, they would pay the debts".
One more issue which was directed for the scrutiny is the Bill of the Law of Ukraine on the amendments to the Constitution of Ukraine regarding the necessity of the statute fund of open joint-stock company "Naftogaz Ukrainy". According to V. Lytvyn it should be scrutinize in order to keep the present prices rate on natural gas for the people. "I deem this law extremely necessary", - the Leader of the Parliament declared.
The Chairman of the Verkhovna Rada of Ukraine declared that eh would insist on the scrutiny of the issue regarding the restriction of the Deputies´ immunity. "Finally this terrible trickery regarding the Ukrainian people should be stopped", - he declared.
What concerns the proposition of the YTB regarding the amendments to the Constitution of Ukraine concerning prolongation of the terms of the Verkhovna Rada of Autonomous Republic of Crimea, local and village councils´ authority until the year 2011, V. Lytvyn has expressed his highly negative attitude as he deems it "political bribery before the President´s elections".
Moreover, V. Lytvyn deems the most essential issue of the agenda the Bill of the Law of Ukraine on the amendments to certain legislative acts regarding the elections of the President of Ukraine.
V. Lytvyn reminded that this Bill was coordinated by the two biggest Parliamentary factions and from the total scope of 470 amendments was adopted only coordinated ones. The Leader of the Parliament promised that he would insist on the voting concerning all the amendments separately. "As when raiders´ schemes appear concerning the President´s elections it is the top of cynicism and one should not let it", the Chairman of the Verkhovna Rada declared.
According to V. Lytvyn, "amendments to the Law on President´s Elections need special attention: even the serious talk is required, even the whole Ukrainian reading of the Bill I would say".
