Mykola Tomenko: A Successful Territorial Community should act actively, not expecting the Money from Kyiv
Mykola Tomenko, Vice-Chairman of The Verkhovna Rada of Ukraine, took part in the ceremony of award presentation to the winners of the successful community contest organized by the Ukrainian Social Investments Fund within the scope of the grant of the Japanese government. The ceremony was held in hotel "Bratyslava" (Kyiv) on Thursday.
M.Tomenko who heads the Supervisory Board of the Ukrainian Social Investments Fund stated that "a successful territorial community should act actively, not expecting the money from Kyiv".
According to Mykola Tomenko, "the activity of the Fund testified of the necessity of observing the important rule, namely: introducing three important principles of implementation of the projects at the level of villages, urban communities and cities".
Firstly, M.Tomenko singled out the principle of initiative, pursuant to which the initiative is suggested by the entire community, not by a single person.
The second principle is the principle of co-existence: a territorial community provides the first part for the implementation of the project, and afterwards the funds of the regional and central authorities and business are attracted.
The third principle is the principle of fund management, which presupposes a clear-cut and transparent system of competition or conditions for the implementation of the project and supervision of a territorial community over the efficient use of funds.
M.Tomenko congratulated the winners of the contest and underscored that "the funds from the State Budget or the Fund should be distributed in accordance with the above-mentioned principles".
47 of the most successful communities from all the regions of Ukraine will be presented with the sets of equipment (medical, computer, audio and stage equipment).
For reference: The government of Japan conferred the grant in the amount of $1,7 million to the Ukrainian Social Investments Fund in 2006 to develop the potential of the most underprivileged communities of Ukraine in the settlement of local problems. Within the scope of the project, the Ukrainian Social Investments Fund held almost 600 trainings and 200 practical consultations with the participation of the representatives of rural communities and local authority bodies of 78 districts of all the regions of Ukraine.
In the result of the campaign, the number of initiatives of community residents raised, new structures of the self-organization of the population were formed, the number of active population increased.
