The Participants of International Parliamentary Conference on European Security Matters have signed the Communionque.
Within the frameworks of International Parliamentary Conference on European Security Matters and sittings of the Council of IPA CIS (Kyiv, 13 July 2009) Volodymyr Lytvyn, the chairman of the Verkhovna Rada of Ukraine has delivered final speech regarding the security and territorial integrity matters.
According to him, "these problems should be scrutinized in the full context and only then we will be sure that we obtain effective security for the world and for each of the countries as well".
Chairman of the Verkhovna Rada of Ukraine deems that "according to the reality of the present world we should continue the dialogue and try to look in the horizon of imagination in order to imagine what is waiting for our countries in one-two-ten years in perspective".
V. Lytvyn deems the world overcomes the economic and finance crisis with absolutely new face. "It would be stricter, more pragmatic". "It is of highest importance for us to work for the perspective lest the desire for forced globalization should appear on the part of those countries that would be the most powerful after the crisis", - he declared.
The leading tasks according to V. Lytvyn are apprehension of the part "it would give the opportunity to reach the obvious conclusion the world is ready for to enter the new quality, global quality".
V. Lytvyn emphasized that "we should stop appealing to the prime order that has declined and that had been providing more or less expected development of the world". According to him "it is essential that everybody should work together for the formation of the principles and approaches to the world formation today, tomorrow, and in further perspective".
The Chairman of the Verkhovna Rada of Ukraine stressed that "new rules should be elaborated in motion in positive state and not basing on the bitter experience as it usually happened in the human history when the world was overcoming difficult times".
He upheld the propositions in particular concerning the summit conduction with the participation of the Speakers. "Trusting the leaders of our countries we should appeal to the people more often in order to appreciate what they desire and hoe they live. Our conference is in the course of the forums and dialogue that should become of common character. When the parliaments, politicians speaks, the peoples would feel more comfortable", - V. Lytvyn emphasized.
He expressed thankfulness to everybody "for the opportunity of the broad dialogue, human communication that really lacks nowadays".
The Participants of the Conference that have discussed the initiatives of the strengthening of the European Security, formation of new structure of it, aimed at the provision of equal security for every country, have suggested the further scrutiny in broader formations PASE, PA OSCE, European Parliament, PA NATO etc. The following Communionque was signed by Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine, Sergey Mironov, Chairman of Council of IPA CIS, Robert Walter, Chairman of EA on Security and Defence, Kasym-Zhomart Tokayev, Chairman of the Senate of the Parliament of Kazakhstan Republic and Saidullo Khairulloev, Chairman of the Majlis-e-Namayandagon of Tajikistan
