I have to address you personally, in a written form, as the situation in the country has assumed a critical character. It is due to the state of paralysis in the public administration, growing inadequacy of the activity of public authority bodies, their officials and all the political forces represented in the authorities.
Certain politicians and a political force will definitely win the presidential elections, if they are held under such conditions. However, one should understand that people can not live in ruins.
Farfetched pretexts of blocking The Verkhovna Rada of Ukraine, which led the Parliament to the dead end, reflect the aggravation of political struggle between V.Yushchenko, President of Ukraine, the Party of Regions headed by V.Yanukovych and Yu.Tymoshenko, Prime Minister of Ukraine.
The Verkhovna Rada of Ukraine that suppressed the conflict, controlled the process of achieving compromises, and demonstrated the availability of stability elements in the authorities, sustains deliberate damages. The protector of destabilization has actually been ruined. We face the choice: either honest conclusions and corresponding actions, or uncontrolled and destructive processes.
Therefore, I address you with a proposal to hold an extraordinary meeting of The Verkhovna Rada of Ukraine immediately to appraise the situation in the country.
If it is impossible due to some political or personal reasons, one should declare it in public and pass a common political resolution on the simultaneous holding of elections to The Verkhovna Rada of Ukraine and of the President of Ukraine. Thus, all the key political players will admit their bankruptcy and incapacity to fulfill their commitments before the nation.
This political resolution should be grounded on a legal basis. Especially as far as the Laws on Elections of the President of Ukraine and on Elections of the People´s Deputies of Ukraine are concerned. The latter should secure connection with the electors, envisaging elections by the open ballots. Only such a basis will provide for the reloading of authorities as a necessary prerequisite for improvement of the situation in the country.
It can not last any longer. Please take into account what is objectively evident to the people.
I suppose that the meeting of The Verkhovna Rada of Ukraine can not be postponed till the next week.
Please inform about your attitude to such a meeting and your participation in it. The lack of your personal response will demonstrate your stand.
I will take the liberty and remind of the fact that we took the oath before assuming the office, making a commitment "to fulfill our duties for the sake of our fellow citizens".
