Author of the Bill (Reg.№4460), People´s Deputy B. Gubskiy suggests the implementation of the administrative responsibility for illegal restriction of citizens´ access to water and forest objects for recreation and other purposes as well as access of the animals to water recourses for watering.
According to the bill "penalty for the illegal access restriction to the mentioned objects is implemented at the rate of 100-200 tax-exempt minimums of citizens income and concerning officials penalty rate comprises 200-300 tax-exempt minimums citizens income.
if the same illegal actions take place during the year from the administrative responsibility imposing the rate of the penalty would be 200-300 tax-exempt minimums citizens income and for officials 300-400 tax-exempt minimums citizens income".
The author advanced augment for the implementation of Bill by the numerous facts of illegal non-admission of the citizen to the objects of water fund and forests of public or state property.
The Members of the Committee upheld th Bill as they deem the adoption of it would facilitate the provision of the citizens rights for the free use of objects of water and forest fund.
