Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, deems it impossible to amend the Fundamental Law of Ukraine till the end of the presidential campaign. However, he believes it is necessary. Oleksandr Lavrynovych made the above-mentioned statement in the interview to the internet-periodical "Polemika".

 

"It is impossible till the presidential elections. However, it is of great necessity, as the Constitution that was impaired in 2004 can function only in the society of high political culture and understanding of responsibility for every resolution of the authorities. It fails to take place in Ukraine, hence the Fundamental Law becomes a source of new conflicts and hampers efficient work of the public administration bodies", - stated the First Vice-Chairman of The Verkhovna Rada of Ukraine.

 

O. Lavrynovych reminded of the fact that the Party of Regions suggested amending the Fundamental Law almost a year ago, in order to reform the judicial authorities and prevent duplication of authorities.  

 

Commenting upon the possible variants of electing the Head of State by the public or by the Parliament, O. Lavrynovych stated that the Bill on Amendments to the Fundamental Law submitted by the Party of Regions did not include a regulation appertaining to the election of the President at the Parliament. However, he specified that the said idea was discussed with the BYuT within the scope of consultations concerning amendments to the Constitution.

 

He explained: "The citizens elect the Parliament as the supreme representative body that forms the entire executive authorities. The Head of State assumes only the functions of supervision and representation. Therefore, it makes no sense to elect the President by the public".
