During the Meeting of the Committee it was declared that according to the Association of Producers of software Ukraine remains among the countries with the highest level of computer piracy. Unlicensed software use per cent in Ukraine in year 2008 was 84% and economic loss caused by it were 543 mln. UAH per year.
The People´s Deputies stressed that in Ukraine there are no effective system of the collection and fee paying for the authors, producers of phonograms and videograms. The rate of such fee collections according to Parliamentarians is an indicator of the shadow use of the objects of copyrighting.
The recommendations of the hearings stresses the increase of the effectiveness of implementation of the law in Ukraine in he sphere of copyright and neighbouring rights and formation of the effective system of property rights protection of authors producers of phonograms and videograms.
In particular, the Participants of the hearings stressed on the necessity in the Laws on State Budget of Ukraine for the year 2010 presuppose the expenses on fee paying for the use of the objects of the copyright and neighbouring rights.
It is recommended that the Committee in Informatization of Ukraine, Ministries on Science and Education and Economic Policy should elaborate the State Program of the IT, industry on software production development and support the producers of the software.
