The Bill (Reg. No.4426) restores the rights of individuals-housing construction investors for the return of the funds invested into the housing construction, and guarantees protection of their rights.

However, the Committee members believe that implementation of the Bill will result in the aggravation of recessionary phenomena in construction and destabilize housing construction under the conditions of the global financial crisis.
