The law strengthens the legal principles for the increase of the effectiveness and quality of the state finance management, effectiveness and clarity of the budget funds use.
In particular the law introduces new and strengthens previous terms and notions aiming at the provision of the terms base of the system of budget laws and avoiding of double interpretation of certain norms.
The law determines the functions of the principle disponents of the budget funds, regulates the relations between executive and legislative power in the budget process etc.
Moreover, the Law strengthens the implementation of the program aim-oriented method in budget process.
The refinements are introduced to the norms of the Budget Code concerning the peculiarities of the implementation of the state and local budgets in case the Law on State Budget of Ukraine is not done in a due time
