Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine objects that the Bloc leaded by him has Intentions to submit its own Bill on the Amendments to the Constitution of Ukraine for the Consideration of the Parliament.
"One should not oppose the country according to certain political situation or certain personalities, - he declared, giving answers to the journalists´ questions on Kharkiv. We should make everything possible in order the Principle Law is accomplished."
V. Lytvyn is convinced that "write the constitution for yourself its wrong position" "I am afraid of people that suggest the amendments to the Constitution after any new ground, - he declared. In order to create the Constitution one should know the law principles, traditions, sources, mentality peculiarities of our development and directions of the country development". Constitutional amendments should be introduced only when" there is vital importance for them".
V. Lytvyn announced that first of all one should receive the recommendations of the Venetian Commission opinion of which according to V. Lytvyn "is usually considered by the politicians".
According to V. Lytvyn, is the Bill on Amendments to the Constitution would be re-elaborated by the Secretariate oft eh President taking into the consideration the motions expressed by this organization, "some time would be needed for its scrutiny by the Constitutional Court". V. Lytvyn reminded that the Procedure of the amendments to the Principle La scrutiny presupposes the parliamentary resolution to direct the Bill to the Constitutional Court.
