"The advice of foreign lawyers can not serve as a political argument for adoption of decisions in Ukraine, especially concerning the Fundamental Law. The conclusion demonstrates the failures of the Bill and states that the Bill can be scrutinized on the whole. However, the relevant resolutions can be adopted only in Ukraine in compliance with Ukrainian procedures", - stated Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, commenting upon the conclusions of the Venetian Commission regarding the Bill on Amendments to the Constitution of Ukraine suggested by Viktor Yushchenko.
The First Vice-Chairman of The Verkhovna Rada of Ukraine reminded of the fact that the Party of Regions brought forward the Bill on Amendments to the Fundamental Law in July 2008, pursuant to the effective legislation. However, The Verkhovna Rada failed to uphold the Bill.
Commenting upon the possibility of adoption of the amendments to the Constitution by The Verkhovna Rada, O.Lavrynovych stated that the said amendments had to be upheld at least by 300 People´s Deputies.
As far as the initiation of amendments to the Constitution by means of a referendum is concerned, O.Lavrynovych stressed: "If such an idea is implemented, it will be an attempt upon the legal order in the country. I am convinced that such a way will be strongly opposed".
