Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, states that the text of the Memorandum between the representatives of the local self-government and the company "Ecoenergy" was drafted at the Parliament, but he does not object against its being signed at the Government.
"As far as I know, the mayors have received phone calls at night, and they were urged to arrive at the Cabinet of Ministers, where the document was eventually signed. Actually, the document was elaborated by the lawyers of The Verkhovna Rada, so that it could have the form of a memorandum and would comply with the legislative regulations", - stated V.Lytvyn, commenting upon the signing of the document.
The Chairman of The Verkhovna Rada of Ukraine does not see anything tragic in the fact that the Memorandum was not signed at the Parliament, as "the result is crucial", "because much is promised before the elections, and little is done".
V.Lytvyn stated that The Verkhovna Rada of Ukraine drafted the project jointly with the Swedish party. The project aims at the construction of waste treatment facilities. The Chairman of The Verkhovna Rada of Ukraine also made his contribution to boost the process and launch the waste treatment program in Ukraine.
He reminded of the fact that the signing of the Memorandum was preceded by the meeting of the representatives of the Swedish party and mayors of Ukrainian cities at the Parliament. "After the election, the cities-participants of the program were elected", - stated V.Lytvyn and added that "the program is of great importance for Ukraine from all the aspects". He also stated that implementation of the Bill had been already launched in Donetsk.
"However, the Parliament will do practical work, and the legislative support is also of great necessity", - stated the Chairman of The Verkhovna Rada of Ukraine.
