Mykola Tomenko: The Resolution of the Constitutional Court provokes Irresponsibility in the System of Local Self-Government

 

"The Resolution of the Constitutional Court № 13-рп/2009 of 04.06.2009 concerning official interpretation of regulations of Part 1, 2 of Clause 141 of the Constitution of Ukraine that establishes a five-year (for deputies) and a four-year (for mayors) period of authorities irregardless of the elections at which they were elected (ordinary or extraordinary) leads to the misbalance in the system of elections of the local self-government bodies of Ukraine", - stated Mykola Tomenko, Vice-Chairman of The Verkhovna Rada of Ukraine, at today´s briefing at the Parliament.

 

According to the Vice-Chairman of The Verkhovna Rada of Ukraine, after the elections to the local self-government bodies in 2006, The Verkhovna Rada had to pass resolutions concerning holding of extraordinary elections of 679 village, settlement and city mayors and 5 regional and local councils due to various subjective reasons.

 

"It is definitely an absurd that will cause misbalance of the system of local self-government", - stressed M.Tomenko.

 

 "However, I am convinced that elections of all village, settlement and city mayors will held in spring 2010, and of regional and local councils in 2011, as it envisages by effective legislation", - stated the Vice-Chairman of The Verkhovna Rada of Ukraine.
