Pursuant to the Bill (Reg. No.2729), religious organizations, whose statutes are registered under the legally established procedure, are authorized to found education establishments (pre-school, comprehensive, out-of-school, vocational, higher). According to the Bill, the attendants of the said establishments "will obtain education at the level of State standards and will be educated on the basis of religious values".
However, the Committee members believe that the Bill fails to comply with the Constitution of Ukraine and effective Laws, especially with Article 35 of the Constitution of Ukraine, pursuant to which, "church and religious organizations in Ukraine are separated from the State, and school is separated from church". Moreover, the Bill contradicts the Law "On Education" that declares independence of education of political parties, public and religious organizations.
