The Bill (Reg.№3579-1) envisages "dispossession from economic agents of the sphere of trade and services of goods samples, resources, materials, semi-finished products for checking their quality according with the law". According to the Bill in case the examination finds out that the products are of improper quality the market participants compensate expenses for the examination and the funds from the compensation would be directed to the state budget. The order of such samples choosing is determined by the Cabinet of Ministers of Ukraine.
On the 4th of February 2009 the Committee recommended that the Parliament adopt the Bill on Additions to the article 26 of the Law "On Protection of Consumer Rights" introduced by the Cabinet of Ministers (Reg.№3579).
As a result if a discussion the Committee resolved that the principles of the Bill №3579-1 contradicts with the principles of the Law №3579 hence the Parliament should reject it.
