The Bill (Reg.№4179) envisages the new revision of the Law "On Amnesty Application in Ukraine". It is suggested that the amnesty should be forbidden on the stage of inquest, pre-trial hearings and also when the criminal case is under the judicial proceedings.
The Bill also envisaged the broadening of the register of the people on whom the amnesty can not be spread: convicted for the commitment of the premeditated crime of treason, enormous offence that served less than two thirds of the term; convicted for the crime of any rate that led to the death of two or more people.
Moreover, the amendments should be introduced to the order of discharge of extra punishment that envisages that the person might be discharged from the extra punishment (except deprivation of property) when for the day the law comes into effect, the punishment have not been implemented.
The Members of the Committee declared that "the adoption of the Bill facilitates the strengthening of the humane basis in the society, renders the amnesty impossible concerning convicted for the commitment of the premeditated crime of treason, enormous offence etc".
