The proposed anti-corruption strategy is based on a combination of two approaches:
- further improvement of the general system of prevention and counteraction to corruption;
- minimization of corruption in the most priority areas in terms of overcoming corruption, including through the most successful sectoral reforms.
The draft law proposes not only to approve the Anti-Corruption Strategy for 2020-2024, but also to amend some provisions of the Law of Ukraine “On Prevention of Corruption” in order to increase the effectiveness of mechanisms for monitoring and coordinating the implementation of state anti-corruption policy. In particular, it is proposed to:
- provide for the powers of the National Agency for the Prevention of Corruption to determine the procedure for monitoring, coordination, evaluation of the effectiveness of the implementation of state anti-corruption policy;
- provide for the introduction of an information system to ensure the openness of information on the state of implementation of state anti-corruption policy, other measures to prevent and combat corruption;
- review the frequency of preparation of national reports on the effectiveness of state anti-corruption policy and the procedure for their approval;
- determine the terms for which the Anti-Corruption Strategy and the relevant state program should be developed and approved;
- clarify the provisions on the collection and processing of statistical information on the results of the activities of specially authorized entities in the anti-corruption sphere.
